Session 1: Elder Fraud Prevention
Assistant U.S. Attorney Jessica Thornhill
Ms. Thornhill has been an Assistant United States Attorney prosecuting federal crimes for over nine years. She currently serves as the Deputy Chief of Economic Crimes and as the Elder Justice Coordinator for the United States Attorney’s Office for the Middle District of Louisiana.
In her role as Elder Justice Coordinator, AUSA Thornhill provides information and guidance to law enforcement and the general public on ways to prevent elder fraud. Further, she has prosecuted several defendants who have targeted seniors in our community.
AUSA Thornhill has been a lifelong public servant, previously working as an Assistant Attorney General in Louisiana and serving as an Officer in the United States Navy. She received her undergraduate degree from the United States Naval Academy and her law degree from the University of Illinois-Chicago, where she served on the Moot Court Board and the Law Review.

Gail Hollins, PhD, RN-BC
Join us to learn more about laws and strategies for helping those with dementia, their families, providers, and communities to prepare for, respond to and recover from emergencies.
Gail Hollins, PhD, MS, MS, BSN, RN is the Statewide Registered Nurse Program Consultant for the Pandemic Influenza Program with the Louisiana Department of Health-Office of Public Health-Bureau of Community Preparedness (LDH-OPH-BCP). She is also the Program Lead for Project Public Health Ready, Louisiana Medical Reserve Corps, Fatality Management Programs, and the BCP Nurse Strike Team. She serves as Operations Section Chief in the LDH-EOC. She has 40 years of clinical, educational, and administrative experience in settings from acute care organizations to state government.
She has developed and presented numerous courses, trainings, presentations, policies, procedures, and plans on health, safety, education, business, and emergency management to individuals, groups, and communities. She possesses multiple board certifications.
Dr. Hollins previously served as the Executive Director of a community health center and its three school-based health centers in Louisiana. She was a former associate faculty member with the University of Phoenix, teaching in the College of Health Professions and College of Humanities and Sciences. For over 30 years, she has served as a board member and/or officer, or advisory board member with non-profit organizations.
Finally, Dr. Hollins obtained a Bachelor of Science from Southeastern Louisiana University, Hammond, Louisiana; a Master of Science in Health Science, a Master of Science and a Doctor of Philosophy in Human Resource Education & Workforce Development from Louisiana State University in Baton Rouge.
